If you have celiac disease or a gluten sensitivity, be sure to buy certified gluten-free oats or oatmeal flour. Baking Powder: Baking powder is a mixture of baking soda and cream of tartar. The combination causes the dough to rise in the oven. Just a little bit of salt brings out the flavor of the chocolate.
